Rasif - Parking Operations Console for ANPR Car Parks and On-Street Zones

Parking Platform for a Doha Car Park Operator

Designed and built a clickable operator console for a Doha parking operator running ANPR car parks and on-street pay-by-phone zones: live occupancy on one map, car parks with tariffs, devices and pre-booking inventory, and an exceptions queue that clears unmatched plate reads with ranked suggestions.

Impact

5 Screens
Clickable end to end

Dashboard, live occupancy map, car parks list, car park detail with 7 tabs and the exceptions queue. Every car park in the demo opens its own detail page.

6 Exception Types
Each with its own tab

Unmatched exit, unmatched entry, low-confidence read, unknown plate format, unpaid visit past grace and duplicate reads, each showing the plate reads side by side with ranked suggested matches.

3 Checks
Before a parking charge notice

The notice button stays disabled unless the visit is an unpaid off-street visit, the payment grace has passed and the plate is confirmed on every read. The screen says which check failed.

18 Car Parks
Realistic demo data

18 of the operator's 60 car parks with 10,728 spaces, 10 on-street zones across 2 municipalities, 24 open exceptions, 4 versioned tariffs, 7 permit products and 7 staff users.

The Problem

Sabkha Crest grew one site and contract at a time, so each car park came with its own barrier vendor, pay machine and ticket rules, and the on-street contracts came with a pay-by-phone service it could not change. Drivers circled full mall basements while the next car park was half empty. After the move to barrier-free ANPR entry, about 3% of visits ended with a plate the system could not match, and a team of four cleared them by hand from camera exports.

Our Solution

Rasif gives Sabkha Crest one product for drivers, enforcement officers and its operations team. The operator console built here shows every car park and zone filling up on one map, manages each site's tariff, devices, pre-booking inventory and permits, and turns unmatched plates into a queue with suggested matches and audited actions.

The Challenge: One Operator, Many Rulebooks

Sabkha Crest runs 60 off-street car parks with ANPR barrier-free entry and on-street pay-by-phone parking for two municipalities. Its own car parks run on posted terms and conditions, while the streets belong to the municipality, and Qatar's data protection law applies to every plate a camera reads.

Plates the System Cannot Match

Dirty plates, GCC visitors' plates and misreads of Arabic characters left visits with an entry and no exit, or an exit and no entry. Each one had to be checked against camera images, bookings and accounts before anyone could be charged.

Every Plate Read Is Personal Data

Cameras read every car that enters, not only customers'. Under Qatar's Law No. 13 of 2016, a plate linked to an account, an image or a location history is personal data, so the product keeps the minimum and holds wider images only as evidence.

Two Kinds of Penalty

In its own car parks an unpaid visit is a contractual parking charge under the posted terms. On public roads the power to penalise rests with the municipality, so notice types, amounts and appeal periods come from each contract, and one contract only allows reporting.

Occupancy That Drifts

Counts come from ANPR entries minus exits, corrected by bay sensors where fitted. They drift until reconciled, and pre-booking has to leave room for walk-ins, permit holders and accessible bays that must never be booked away.

Our Approach: From Parking Rules to a Clickable Console

01

Spec and Rules Research

Mapped 13 user roles, 60 screens across the driver app, public web, enforcement officer app and operator console, and the data model for sites, zones, versioned tariffs, plate reads, visits, bookings, street sessions, permits, exceptions, notices and appeals. Wrote down the rules the design follows: Qatar's personal data law, ANPR minimisation and retention, payments through a Qatar Central Bank licensed gateway, municipal on-street enforcement and Arabic-first terms and receipts.

02

Clickable Demo on a Production UI Kit

Built the operator console's 5 key screens on a production dashboard kit: the dashboard with revenue by stream and by hour, occupancy, open exceptions and no-show rate, the live occupancy map with car park fill rings and zone gaps, the car parks list, car park detail with layout, devices, tariff preview, pre-booking grid, permits and terms, and the exceptions queue. A scope switcher filters by off-street or municipality, and all actions run on local state.

03

What a Production Build Adds

Integration with ANPR cameras (such as Genetec AutoVu or Nedap), existing SKIDATA, DESIGNA or Amano equipment, bay sensors, OCPP charger management, a licensed payment gateway, maps with Arabic labels, SMS and push. Staff auth by role and site scope, an audit log, retention jobs and legal holds, Arabic right-to-left layout, and the driver app, public pay-by-plate, enforcement officer app and remaining console screens.

Why It Works: Every Plate Has an Answer

Suggestions Ranked by Similarity

An unmatched read shows the camera crop, read alternatives with confidence and ranked candidate visits, for example a plate one digit off with a booking arriving in the same window. Match, correct plate, merge reads, mark paid elsewhere and write off sit in the same panel, and corrections and write-offs need a reason.

Ages and Limits on Screen

Exceptions turn amber after 24 hours and red after 72. A write-off is checked against the user's limit, and anything above it is marked for Finance approval instead of going through.

Occupancy With a Confidence Badge

Each car park shows a fill ring, free spaces by type, pre-booked arrivals in the next hour and how sure the count is. Supervisors can set a site Full or Closed, or correct it with a manual count that requires a reason and is audited.

Accessible Bays Stay Protected

The pre-booking grid shows capacity, spaces held back, bookable share, expected no-shows and the overbooking allowance by hour. EV and accessible bays sit in separate rows and are never overbooked.
