Harppi - Bids and Estimating Platform with Built-In Bid Approval

Estimating Platform for a Finnish Building Contractor

Designed and built a clickable estimating and bidding platform for a Helsinki general contractor that prices about 150 tenders a year: a tender register with stage gates, a Talo 2000 estimate workspace where every rate carries its source and validity date, and a bid review queue that routes each frozen price to the right approver from a fixed sign-off grid.

Impact

5 Screens
Clickable end to end

Dashboard, tender register with board and table views, tender detail, the estimate workspace with its line item panel, and the bid review queue with the review pack.

4 Levels
Sign-off grid by price

Estimating manager up to EUR 3M, business unit director up to EUR 12M, managing director up to EUR 30M, then the board. A margin under 3.0% or contingency under 1.5% moves sign-off one level up.

6 Checks
Run when a version is frozen

Margin against the floor, contingency against the minimum, unpriced items, expired prices, packages with a single quote and subcontractors without a valid tilaajavastuu report.

18 Tenders
Realistic demo data

18 tenders from 10 clients across every stage, a 31-item Talo 2000 estimate in 13 groups with 13 subcontract packages, 6 bid reviews and 12 staff users.

The Problem

Routasalo's estimators priced every tender in its own Excel workbook, copied from the last similar job, with rates up to two years old and quantities measured from PDFs with a ruler tool. Subcontract quotes arrived in 30 different layouts, bids above EUR 10 million were approved in a meeting with a printout, and in 2025 the company missed one public tender deadline by 20 minutes because a required document was still unsigned.

Our Solution

Harppi takes a tender from the first notice to a signed bid. The register only lets a tender move forward once the right decision is recorded, the estimate workspace shows where every quantity and rate came from and when it expires, and each frozen estimate goes to a review pack that states the approver it needs and the checks it passed.

The Challenge: Pricing 150 Tenders a Year Under Public Rules

Routasalo builds schools, day-care centres, offices and care homes for municipalities and developers across Uusimaa, with tenders from EUR 0.5 million to EUR 40 million. Each one has its own call, its own deadline and its own mix of in-house work and subcontract packages.

Rates and Quantities Nobody Could Trace

Rates for concrete, formwork and labour were whatever the previous workbook said. Quantities were typed in by hand from PDF drawings, so an addendum that changed a floor plan meant re-measuring and hoping nothing was missed.

Quotes That Do Not Compare

Levelling subcontractor quotes to the same scope took a procurement engineer two days per package. Under the Contractor's Liability Act, each subcontractor also needs valid tax, pension and register reports before a contract above the threshold can be agreed.

Each Call Sets Its Own Rules

Public tenders run under the Procurement Act (1397/2016) and are published on Hilma, with notices above EU thresholds also on TED. The call sets the deadline, award criteria, validity and documents required, and late tenders are generally rejected.

Approvals Without a Record

Nobody could later show who approved which margin, or which deviations from the YSE 1998 general conditions were reviewed before sign-off. Two tenders were lost where the award decision later showed a pricing error in a subcontract package.

Our Approach: From Tender Rules to a Clickable Platform

01

Spec and Rules Research

Mapped 11 user roles, 41 screens (37 for staff and 4 in a subcontractor portal) and the data model for tenders, go/no-go scores, documents and addenda, clarifications, estimate versions and items, take-off quantities, the cost library, subcontract packages, quotes, risks, bid reviews and outcomes. Wrote down the rules the design follows: the Procurement Act and its 2026 reform, ESPD evidence, business secrets in public tenders, YSE 1998, the Contractor's Liability Act, reverse-charge VAT in construction, the GDPR and the Data Protection Act, Talo 2000 and the YTV 2012 BIM requirements.

02

Clickable Demo on a Production UI Kit

Built 5 key screens on a production workspace kit: the dashboard with KPIs, a 21-day deadline calendar coloured by checklist readiness, work by role and estimator workload; the tender register with stage gates and Watch Hilma; tender detail with award criteria, key personnel and the go/no-go decision; the estimate workspace with a Talo 2000 tree, item flags, build-ups and rate overrides; and the bid review pack with checks and the approval chain. All actions run on local state.

03

What a Production Build Adds

Integration with Hilma and TED notices, PRH YTJ company data, Reliable Partner liability reports, an IFC viewer for take-off (such as That Open Engine or Autodesk Platform Services), the Statistics Finland building cost index, Visma Sign, Microsoft Entra ID sign-in and handover to the project budget or ERP. An append-only audit log, frozen estimate versions, Finnish and English text, and the remaining screens: take-off, quote levelling, the cost library, submission checklist, outcomes, reports, settings and the subcontractor portal.

Why It Works: Every Price Has a Source and an Owner

Stage Gates on the Board

A tender can only move to Estimating after a recorded Go, and to Submitted once the checklist is complete and the bid is approved. A refused drop says why. Go/no-go scores are banded: 65 or more is Go, 50 to 64 needs the business unit director, below 50 is No-go.

Every Rate Shows Its Date

Each estimate item shows its pricing method, quantity source and rate date, and is flagged when unpriced, when its rate has expired or when an addendum changed its quantity. The line item panel lists every resource with its supplier and price validity, and overriding a library rate needs a reason.

Sign-Off Follows the Price

The review pack derives the required approver from the tender price and escalates it when margin or contingency breaks policy, so a EUR 2.62M bid at 2.6% margin goes to the business unit director. Freeze and send for review stays disabled while any item is unpriced.

Deadlines Drive the Dashboard

Countdowns turn amber under 72 hours and red under 24. The dashboard flags bids due soon without approval, addenda that arrived after pricing started, packages with a single quote, expired tilaajavastuu reports and supplier prices that expire before the tender validity date.
