Arqan - Digital Freight Marketplace for Road Loads Across Central Asia

Freight Marketplace for a Kazakh Digital Broker

Designed and built a clickable operator console for an Almaty freight broker that matches shippers' road loads with vetted small carriers: a live load board from posting to invoice, full load detail with border and TIR data, a carrier vetting queue with automated checks, and carrier payouts with quick pay and fraud holds.

Impact

5 Screens
Clickable end to end

Dashboard, all loads as a board or table, load detail with 6 tabs, the vetting queue with its review screen, and carrier payouts with the payout panel.

6 Checks
Before a carrier is approved

BIN or IIN active, no tax debt, director matches the registry, cargo insurance of at least 20,000,000 KZT per truck, phone verified and no links to a suspended account, plus a manual callback tick on a registry number.

2,000,000 KZT
Two-person payout rule

Payouts above it need a second approver. A bank account changed within 72 hours puts the payout on hold, and quick pay shows its 2.5% fee (minimum 3,000 KZT) before it is sent.

26 Loads
Realistic demo data

Domestic and cross-border loads to Kyrgyzstan, Uzbekistan, Russia and China across 8 board stages, with 11 shippers, 13 carriers, 7 open exceptions, 11 vetting cases and 18 payouts.

The Problem

Belbeu started as a phone-and-Telegram brokerage. Load requests arrived by WhatsApp, dispatchers posted them to public load-board chats and set prices from memory, carrier documents lived on personal phones, and twice in one quarter a load went to a "carrier" who re-brokered it and disappeared with the advance. Shippers had no tracking beyond calling the dispatcher, and small carriers waited 30 to 60 days to be paid.

Our Solution

Arqan is Belbeu's freight marketplace: shippers post loads and book, carriers get vetted, bid and get paid, and Belbeu's team runs it all from one operator console. The demo builds that console, following every load from posting through tracking, proof of delivery and invoice, and checking every carrier and payout before money moves.

The Challenge: Matching Trucks You Can Trust

A digital broker sits between shippers and hundreds of small trucking companies and owner-operators, on domestic lanes and across borders to Kyrgyzstan, Uzbekistan, Russia and China. Every load carries its own documents, rules and risk.

Fraud Inside the Network

Double brokering, look-alike carrier names, shared devices and bank accounts changed just before a payout all look normal until the money is gone. Vetting had to catch them before a carrier saw a load or a payout left the bank.

Cross-Border Paperwork

International trips run under the CMR Convention, with carrier liability limited by cargo weight. Lanes to China and Uzbekistan cross an external customs border, often under a TIR Carnet, and each trip may need a bilateral road permit.

Kazakh Tax and Signature Rules

Belbeu issues electronic invoices through the State Revenue Committee's ESF system, some goods movements need an SNT waybill, and contracts and acts of completed work are signed with a qualified electronic digital signature through NCALayer.

Paying Small Carriers Fast and Safely

The best owner-operators stopped answering Belbeu's calls after waiting weeks for payment. Paying them quickly means checking proof of delivery, open claims, fraud alerts and bank account changes on every payout first.

Our Approach: From Brokerage Rules to a Clickable Console

01

Spec and Rules Research

Mapped 12 user roles across shippers, carriers, consignees and Belbeu staff, and 48 screens across the operator console, shipper web app, carrier mobile app and public pages, in Russian, Kazakh and English. Wrote down the rules the design follows: Kazakhstan's personal data law with local storage, CMR and e-CMR, EAEU customs and TIR transit, road permits, ESF invoices and SNT waybills, qualified EDS signatures and ADR for dangerous goods.

02

Clickable Demo on a Production UI Kit

Built 5 key operator console screens on a production dashboard kit: the dashboard with KPIs, today's load funnel and uncovered loads at risk, all loads as an 8-stage board or table, load detail with offers, tracking, documents and money tabs, the vetting queue with OCR fields and a checklist, and carrier payouts with quick pay and holds. Actions run on local state.

03

What a Production Build Adds

The shipper web app and carrier mobile app, plus integrations with Kompra or Adata for counterparty checks, NCALayer signatures, the ESF system through an accounting gateway, 2GIS or Google maps, Wialon telematics, Halyk or ForteBank payouts, Kaspi Pay, SMS and messaging, and document OCR. Staff sign-in by role, a primary database hosted in Kazakhstan and an audit log of every price override, approval, payout and claim decision.

Why It Works: Every Load and Payout Checked

One Board From Posting to Invoice

Every load sits in one of 8 columns, from Posted to Invoiced, with its lane, pickup window, cargo, carrier, price and margin chip. Flags for temperature, ADR, cross-border and open exceptions show on the card, so the load desk sees trouble without opening it.

Border Data on the Load Itself

A cross-border load shows its crossing, customs status, TIR Carnet and road permit next to the cargo and truck requirements. The CMR note is generated from the load data, and the page reminds the team that cargo insurance is separate from carrier liability.

Vetting That Explains Its Risk

Each application shows its automated checks as passed, warned or failed with the reason, such as a bank account shared with a suspended carrier, next to a risk score and the 1-working-day decision deadline. Approval sets a trust tier and restrictions.

Payouts Held Before Money Moves

Every payout runs a pre-payout checklist: proof of delivery accepted, no open claim or fraud alert, ESF status and bank account unchanged. Bank accounts are masked with a changed-recently flag, and anything above 2,000,000 KZT waits for a second approver.
